Raygnar, the Frozen Wind

Name: Raygnar
Alias: Rayg
Age: 27 years
Gender: Male
Sexuality: Heterosexual
Personality: Raygnar is definitely one who can both take and give a joke. He's very active, and most of the time no one can keep him still for long. However, he's somewhat of a lone wolf, despite coming from a very prominent family. He also has a tendency to bear a grudge, and when he makes an enemy, he remembers it.
Fears: Fire, Skywings, and boredom
Strengths: Rayg is very good at guessing things. He also posses a prowess in combat, as well as a good acting ability to fool other dragons.
Weaknesses: Rayg is terrified of fire. This is because of an accident that happened when he was a hatchling, which left him a large burn scar on his underbelly.
General Appearance Mostly he looks a bit amused all the time. He's also quite muscular and his eyes hide a mind that is keen to notice details. A necklace with a small blue stone rests on his neck.
Height: 60 feet tall
Scales: Sharp-looking white scales.
Eyes: Red

Tribe: Icewing
Inheritance: He is 90% Icewing and about 10% Lightwing
Rank: Guardian
Family: His family has disowned him. Mostly because he's such a disappointment to them.
Mate: Despite his flirtatious nature, he's still single. For now, anyways.
Hatchlings: N/A
Skills and Abilities
Special Abilities: For reasons so far no dragon can explain, Raygnar has the odd ability of having limited control over lightning. He suspects it has something to do with the blue necklace given to him by a black wolf. The stone can only be used seven times a day, and it only can stun most victims (except for Skywings and Thunderbirds) or at most stop the heart of all dragons but Earthwings, as well as able to kill lesser species and humans easily. For a dragon, it normally takes three shocks for a Seawing to go down, with an extra shock as the tribes increase in size. For instance, Seawings take three but Lightwings take four shocks to stop their heart. Stunned foes remain stunned to for about two to twenty minutes, depending on size and weather conditions. For example, the effect is slightly amplified in rainy conditions, and a bit less effective in warmer weather.
Combat Style: Rayg is not afraid to use everything at his disposal. In combat, he fights to kill if he knows his life depends on it. Otherwise he'll try to stun his foe to either talk out of combat or so he can flee.
Background
History: Rayg, as previously mentioned, comes from a very well-to-do family. They disowned him as soon as they could, and so he set off to roam the world. On his travels he met a strange black wolf that spoke the dragon tongue. The wolf called itself Tempest and bestowed upon Rayg a strange blue stone necklace. A few days after meeting the wolf he accidentally fried his prey into being cooked. Shocked at this discovery (sorry I had to) he tested it some more. Over the course of the years he mastered his control over it.
Rayg's childhood was fairly normal. He played with the other hatchlings and for the most part just played pranks on people.

What do you mean by limited control over lightning? And for sexuality, is your character attracted to females (heterosexual), other males (homosexual), or both (bisexual)?

Ok, I changed the sexuality. Thanks for explaining that to me . My innocence can be.... frustrating at times.
Limited control of electricity means he can't just try his foes, only give them a bad shock. At least, in this instance.

That needs to be added. Also, how many times can he use the necklace before it needs to recharge?

Ok, I have addressed the issues along those lines. The uses have been updated, but sorry it took me a bit to respond. Last night sort of had me scrambling for ideas costume wise..... Hopefully I'll be able to pull up a picture of it: it's pretty weird yet cool looking.

The necklace can only stun victims or at most stop their heart. Does that last part apply to prey or everyone?

Seeing as it's lightning, SkyWings and Thunderbirds should be immune to it. If it stuns a dragon, for how long are they stunned? Also, since stopping ones heart essentially kills them, how many shocks does it take to stop it?

If it was raining, the effect would be a bit amplified. Also, in colder weather, the electricity would have more to jump to, as the air is denser. It wouldn't work as well in a desert because the air molecules would be farther apart.

The rain is what I was getting at, there. Since it would be amplified a bit, would it take less shocks? Just trying to make sure everything is covered since this ability is coming from a stone and not natural to you. (Just pretend Baldirak is spelled Svadilfare now xD)

By a bit, its not much unless it's SEVERE conditions. Usually the stone just amplify it a bit, and since its magical lightning it doesn't always work with physics. :3 (and this is spelled RAYGNAR not TEMPEST AND FIREBURST)
